Goddess is the 6th tier of slut, above empress but below galagoddess. In casual usage, terms like "goddess" and "divine" can refer to any slut of this tier or higher.
Conventionally, the line between empress and goddess is crossed when the slut in question can conquer or meaningfully defeat an entire world of mortals and immortals in reasonable time with little chance of failure.
The sheer divinity of a typical goddess dwarfs the entire population of every human who ever lived on the Earth You might remember, combined. Each goddess is figuratively and sometimes literally an entire world in of herself; billions of years of evolution, history, and culture confined into a single being whose sheer existence can shatter the mind of a mortal able to comprehend it. Understandably a goddess herself is a peer to any entire planet of mere mortals. Woe be unto a galaxy that has high-power goddesses engaging in unrestricted combat.
A typical goddess has a "true form" easiest for her to maintain, which is a gorgeous woman of literally unimaginable beauty, but she can change to almost any form she wishes that doesn't exceed the size of a planet. Despite how unbelievably incredible goddesses are to a mere mortal, there are an almost countless number of them in any given universe: trillions and trillions.
Game Comparison. In terms of a video game, a goddess can be compared to a secret postgame superboss. Epic-length RPGs and multiverse-spanning games might have only one as the “final” boss instead. This includes the likes of Galeem, Tabuu, Safer-Sephie, 02, the Fierce Deity, and Metroid Suit Samus. Even among legendary pokésluts there are few who can touch this level of power: Groudon, Kyogre, and Xerneas being a few. Exodia and the Black Lotus are also akin to goddess-tier.
Divine Disparity. This tier's range of capability is particularly vast. The "lowest" goddess (as if there could ever truly be a low goddess) might be barely capable of claiming control of a world, while the "highest" could obliterate that same world as easily as exhaling. The gap is wider than the difference between submortal and empress. Despite this, all goddesses share similar quantifiable traits.

Often, the attire of a goddess rightly invokes her divinity. For some this is a loose semitransparent silk scarf that seems to float gingerly around her body, coiling around her like an ethereal serpent. Harem: Surpassing Worlds.
You are likely beginning to become unconcerned with the happenings on the surface of any "mere" one world. Anything short of goddesses might be defeated, impregnabliterated, or poped by the billions with the barest hint of effort. You might begin to graduate from a single world to interplanetary fuckery; to ascend to the stars. If You have a home or headquarters, it is likely something that travels through wormholes or flings through the universe at FTL speeds: a star-castle, a giant mecha-slut who transforms into an interstellar warship, a personal moon, or even a pocket dimension, among other possibilities. It is surely made of sluts, just as everything is.~
Combat: God. By this point You are capable of almost any feat a mortal can imagine being physically possible. Even completely unaided by sluts You can swim inside a star, enjoying the comfort of her plush warmth. A single strong punch can level mountains and reshape cuntinents. You can take on dozens of max-effort goddesses at once in consensual combat, and even a galagoddess will struggle to significantly harm You even when giving her all. The unfathomable destructive forces which devour entire galaxies, black holes, are now sluts You smashfuck for fun.
Godcock: Planet-Busting.
If the allfucker is unfurled to its "maximum length" (as if there could ever be such a thing), it surely surges such a terrifyingly ridiculous immensity it can puncture through the surface of a planet all the way to its core with a single incomprehensible THRUST! At this colossal magnitude every mighty THROB could thunder with such overwhelming force it blasts forth hurricane-force shockwaves capable of earthquakes and tsunamis.
Fucknukes: Global.
